Leveraging our historical experience of deploying on-street enforcement staff for parking, we are now able to help local authority teams and other parking operators with the growing challenge of efficiently managing parking enforcement within the busy city centre and controlled parking zone locations. With a blend of parking restrictions such as Pay and Display, permit bays, and limited waiting zones, the existing deployment of Civil Enforcement Officers (CEOs) on foot is proving inadequate to cover the expansion of parking management without the continued increase in staff numbers. Given the vibrant labour market, and associated costs to parking operations, along with growing safety concerns for CEOs, Trellint has developed a mobile ANPR solution, KERBSight, a cutting-edge service designed to enhance parking enforcement through data-driven insights and agile deployment strategies.
The Problem
The primary challenge for our Clients, and the industry in full, is ensuring consistent and efficient parking enforcement across high-traffic areas. The existing method of deploying foot patrols is labour-intensive and time-consuming, leading to inefficiencies in enforcement and lower-than-expected outcomes. This inefficiency not only reduces the effectiveness of the enforcement team but also raises questions about the costs associated in enforcing controlled parking zones.
The Solution
Trellint has introduced KERBSight, an integrated kerbside management solution designed to maximise the potential of customer operations through data-driven insights. KERBSight provides customers with comprehensive access to data on the availability and usage of both on-street and off-street parking spaces.
A key component of this solution is a self-contained camera in use on an electric scooter, with its own power source, as not to take any battery power from the bike. It is equipped with an inbuilt management system, featuring ANPR cameras and embedded GPS technology. This bike patrols designated areas, capturing vehicle registration marks (VRMs) and transmitting the data to the KERBSight management suite for analysis.
Through this data, the system provides valuable compliance data, such as the validity of permits, cashless session status, and Pay and Display (P&D) session information. This integrated approach enables customers to enhance the management of the kerb and optimise their operations efficiently. Additionally, Trellint can also offer detailed insights into various aspects of vehicle data, including make, colour, tax status, MOT status, year of manufacture, engine capacity, CO2 emissions, and fuel type, which can support business cases for future projects, such as a new controlled parking zone.
KERBSight is back-office agnostic, meaning you do not need to use Si-Dem, Trellint’s propriety enforcement processing system, to benefit from this technology, Trellint will just need access to parking session and permit data from your existing providers to maximise the benefits offered.
The Outcome
The introduction of KERBSight technology has been proven to significantly improve the efficiency of parking enforcement across controlled parking zones, including:
- Increasing VRM Capture Rates: 700% increase in VRM captures compared to a street walking CEO.
- Increasing PCN Issuance: The utilisation of KERBSight has led to a noticeable increase in the number of PCNs issued per hour. Ranging from 14.6% to 42.6% across the areas it is used today.
- Enhanced Operational Efficiency: The agile deployment of CEOs, coupled with real-time data from KERBSight, reduced the time spent in locations where compliance was high and allowed for more effective enforcement actions.
